The construction of the new lanes on the southbound lanes of the 405 Freeway, between I-405 and Interstate 10, is nearing completion.

The freeway will open to traffic on July 17, with the construction expected to be completed by late October.

But a series of setbacks and challenges means the project is unlikely to get built before 2019.

The contractor responsible for the construction of I-40 in Los Angeles County and Interstate 5 in Washington, D.C., is currently awaiting federal approval of a project to build a $3 billion bridge between Interstate 405 and the I-5 Freeway.

The project has been stuck in a legal battle with the U.S. Army Corps of Engineers for years.
